I am directed to acknowledge the receipt of your letter of the 18th December, 1922, regarding a claim made by certain Chinese relating to fees paid for permits to enter obile.

I to explain that in my letter of the 2nd December, it was not intended to suggest that you were in any way personally responsible and that the phrase "under your authority" in that letter should have been "under the authority of the Censulate;" the peint being that the presence of the "chop" of the Compradore Department of the Consulate on the documents, would naturally give the impression that the documents were official and valid. It is noted that you are unable to present this claim to your Government.

I regret that it is not considered possible for legal action to be taken as you suggest in paragraph 3 of your letter, as it seems certain that it would have no effectual result, in view of the disappearance of Li Shu Mau,
